Todd Lloyd

Todd Lloyd is a senior policy associate with the Annie E. Casey Foundation’s External Affairs division, where he serves in the Child Welfare and Juvenile Justice Policy Unit. In this role, he leads national child welfare policy and advocacy initiatives, provides strategic consultation to state child welfare systems, and advances the Foundation’s grantmaking portfolio that supports state and national organizations committed to improving child welfare and foster care policy and practice.

Before joining the Casey Foundation, Lloyd was the child welfare policy director at Pennsylvania Partnerships for Children, the state’s independent, nonpartisan child advocacy organization. There, he spearheaded a statewide child welfare reform agenda that advanced major policy changes in foster care, adoption, and child protection.

Earlier in his career, Lloyd oversaw statewide training, technical assistance, and grant monitoring for Pennsylvania’s Title IV-E Chafee Independent Living Programs, which serve teens in foster care, as well as Title IV-B–funded community-based family resource centers. He also led statewide youth and parent engagement initiatives and directed a team that provided consultation to all 67 county child welfare agencies, helping to drive program and practice improvements aligned with state and county priorities.

Lloyd began his career as a county child welfare caseworker in York County, Pennsylvania, where he worked directly with families involved with the child welfare agency. He later managed the county’s Adolescent Services Division, where he helped build out Chafee independent living services to support young people transitioning from foster care.

Inspired by his parents, who served as foster parents, Lloyd has dedicated more than 25 years to strengthening the child welfare system and improving outcomes for children and families. He holds a master’s degree in social work administration from Temple University and a bachelor’s degree in psychology and family studies from Messiah University.

He lives on a small farm in York, Pennsylvania, with his wife and their three daughters.
